What is CSS?

CSS stands for Central Superior Services; it consists of competitive examinations to sort out suitable individuals for specific jobs, positions, professions, and fields. Federal Public Services Commission of Pakistan and Provincial commissions take tests of individuals who wish to join them. They chose the most suitable individuals among desirous candidates, keeping into the perspective of an increased number of graduates. These examinations are being updated gradually from more challenging and more difficult content to know the grasp and potential of an individual who wishes to join them.

Importance of CSS

Choose among the talented and intellectually advanced individuals for posts or positions designated to administer daily governmental works with efficiency and productivity. F.P.S.C relies on individuals having leadership qualities, academic excellence, and unquestionable obedience. This examination is divided into three phases.

  • Written Examination

This is the first phase of the CSS examination. Generally, exams are started in February; in 2019, it was 14 Feb, (yeah you are right, man, the valentine’s day. That’s why most of the youth were regarding F.P.S.C as heartless.. you know what I mean).

What they will decide for 2020, no one can say anything. However, this year’s advertisement says a lot about them; we imagined they would not do this cruelty this time; however, they did it again ah.., which proves them as I have mentioned earlier.

It consists of 12 papers having 100 marks each, which will be discussed in detail later.

  • Medical Examination

Candidates who pass written examinations are further instructed to examine themselves medically for chronic diseases like AIDS, HIV, HEP B, AND C, etc. or other abnormalities. After clearing, medical examinations, candidates are invited for an Interview.

  • Interview and Psychological assessment.

Panel members will interview a candidate for checking the suitability of a person for the position. After that or before, psychological assessment is taken into account to know about individual qualities and lack of personality and intellectual domain.

Both males and females, including special persons having at least 2nd Division Bachelor’s degree between the ages of 21 to 30 years as 31.12.20, are eligible.

The upper age limit may be relaxed by two years in categories mentioned in Rule 6 of CSS Competitive Examination Rules-20–, subject to fulfillment of documentary requirements. The cut-off date for determining the candidate’s eligibility in terms of age, qualification, domicile, etc., is 31st December 20–.

The Director General of FPSC advertises it in all major newspapers. 


In recent years advertisement is given by FPSC in all major newspapers in October or November.

All aspirants may apply online for CSS examination during the period Date, month to date, month, 20.., followed by submission of hard copy of the online form along with all attested documents and original Treasury Receipt of Rs.2200/-, to reach the FPSC Headquarters, Islamabad within ten days of the closing date, as per procedure stipulated in Rule-11 of CSS Competitive Examination Rules-2019.

Guidance for aspirants


  1. Carefully fill the online form and check it before online submission. Take a printout and dispatch a hard copy to FPSC on or before the closing date. Any correction in the printed hard copy of the online form may be made by hand and initialed before dispatch/submission to FPSC. After that, no request for a change in any online application entry or its hard copy would be accepted.
  2. Deposit, before the closing date, Rs.2200/- as examination fee in the nearest Govt. Treasury/State Bank of Pakistan/National Bank of Pakistan under the account head “C02101-Organs of State Exam Fee (FPSC Receipt).
  3. Ensure that attested copies of all required documents, photographs & original treasury receipts of Rs.2200/- are attached with the hard copy of the online application form before dispatching to Secretary FPSC, Islamabad.
  4. Choose the optional subjects correctly per Appendix-I of the Rules for CSS Competitive Examination-2019.
  5. Download computer-generated Admission Certificates from the FPSC website, i.e., In this regard, no intimation shall be sent through the post.
  6. Be informed that optional subjects & examination centers once selected shall not be changed. No request in this regard shall be entertained after receipt of hard copy.
  7. Correctly enter CNIC No. & date of birth in the online form and its hard copy. Wrong entry shall lead to rejection of candidature.
  8. Strictly comply with the rules of CSS Competitive Examination-2019; otherwise, their candidature shall lead to rejection.
  9. A hard copy of the online application must be dispatched in a separate envelope. Two or more applications in one envelope are not acceptable.
  10. Be aware that the applications’ detailed scrutiny will be carried out after the written part of the CSS Competitive Examination. If any candidate is found ineligible in any respect under rules for the examination, his/her candidature will be canceled/ rejected regardless of whether he/she has appeared in the test or qualified therein; however, his/her chance shall stand consumed. Therefore, to avoid inconvenience, candidates are advised to make sure before appearing in the examination that they fulfill all requirements of the rules relating to the test.

Compulsory Subjects

According to REVISED SYLLABUS FOR CSS COMPETITIVE EXAMINATION, CE-2016 FPSC, WHICH WAS Updated on, 7th July 2015. Following are compulsory subjects:

English Essay

Candidates will be required to write one or more essays in English. A wide choice of topics will be given. Candidates are expected to reflect comprehensive and research-based knowledge on a selected subject. The candidate’s articulation, expression and technical treatment of the style of English Essay writing will be examined. 

English (Precis and Composition)

The examination in this subject will be based upon a paper carrying 100 marks to Test the candidate’s abilities to handle Precis Writing, Reading Comprehension, Sentence Structuring, Translation, Grammar, and Vocabulary, etc.

I. Precis Writing (20 marks)

A carefully selected passage with an orientation of generic understanding and enough flexibility for compression shall be given for précising and suggesting an appropriate title.
Out of the total 20 marks allocated to this question, 15 shall go to précising the text and 5 to suggesting the title.

II. Reading Comprehension (20 marks)

A carefully selected passage rich in substance but not very technical or discipline-specific shall be given, followed by five questions, each carrying four marks.

III. Grammar and Vocabulary (20 marks)

Correct usage of Tense, Articles, Prepositions, Conjunctions, Punctuation, Phrasal Verbs, Synonyms, Antonyms, etc.

IV. Sentence Correction (10 marks)

The sentences shall be given, each having an apparent structural flaw in terms of grammar or punctuation. The candidates shall be asked to rewrite them with really needed correction only, without making unnecessary alterations. No two or more sentences should have precisely the same problem, and 2-3 sentences shall be based on the modification of punctuation marks.

V. Grouping of Words (10 marks)

A random list of twenty words of reasonable standard (neither very easy nor utterly unfamiliar) shall be given, be grouped by the candidates in pairs of those having similar or opposite meanings, as may be directed in the question.

VI. Pairs of Words (10 marks)

Ten pairs shall be given of seemingly similar words with different meanings, generally confused in communication, for bringing out the difference in the sense of any five of them by first explaining them in parenthesis and then using them in sentences.

VII. Translation (10 marks)

Ten short Urdu sentences involving structural composition, significant terms, and figurative/idiomatic expressions shall be given, be accurately translated into English.
